The Lab\u2019EST<\/strong> is part of the 2021-2027 State-region planning contract. The lab aims to bring together innovative projects in order to improve the services provided to users in the territory, by bringing together the services of the State, the Regional Council as well as public and civil society actors.<\/p>\n

The Lab\u2019EST<\/strong> supports the “Let’s imagine together the future of the services of the State of the Grand Est” approach. The challenge is to develop a more resilient and agile service organization for more efficient public services that are closer to user expectations.<\/p>\n

The Lab\u2019EST<\/strong> is also responsible for the implementation of the “DataGrandEst” project. By opening up the data of territorial public actors and gradually that of private actors, this approach will allow the establishment of strategic governance of public policies through data, and facilitate access to data for all citizens.<\/p>\n

By placing the user at the center, they have a fundamental role, that of making all the players work together, beyond administrative silos, to deploy solutions adapted to the expectations of the field, with the agents.”<\/p>\n

Designed in a spirit of “outside the walls”, its activities will take place at the prefecture, the regional council, within “user” structures or in third places. The Lab’EST \u200b\u200bthus joins the eco-system of the Grand EST innovation laboratories such as the Metropolitan labs<\/strong>, the P\u00f4le Emploi Grand EST lab<\/strong>, the Strasbourg University Hospitals lab<\/strong>, the public innovation chair of the ENA-INSP.<\/p>\n

A new ambition for territorial innovation laboratories<\/h2>\n

The network of territorial innovation laboratories has 12 labs: Ti-Lab (Brittany), SIILAB (Hauts-de-France), La Fabrique RH (Ile de France), La Base (Nouvelle Aquitaine), Le LabO (Occitanie), InSo Lab and Lab Z\u00e9ro (PACA), Etat’LIN (Pays-de-Loire), LabArchipel (Auvergne-Rh\u00f4ne-Alpes), as well as the 4 labs created in 2021.<\/p>\n

In December 2020, Am\u00e9lie de Montchalin, Minister of Transformation and Public Service<\/strong> announced measures, financial and organizational, to help regions create labs and strengthen the impact of existing territorial innovation laboratories.<\/p>\n

Since then, the DITP<\/strong> has developed and strengthened its funding and support mechanisms for public innovation laboratories. Thus, 12 million are dedicated to public innovation as part of the recovery plan. They are divided equally between:<\/p>\n

    \n
  • The laboratories of the decentralized services, with the creation of four labs attached to the regional prefectures (Grand Est, Center-Val de Loire, Bourgogne-France-Comt\u00e9 and Normandy)<\/li>\n
  • Local authority laboratories within particular the creation of a lab in Arras and Tourcoing; the establishment of a service hub for small and medium-sized communities in Center Val de Loire, or the strengthening of the innovation network bringing together 260 administrations in Occitanie.<\/li>\n
  • Central administration laboratories (with the launch of a call for challenges by the DITP)<\/li>\n<\/ul>\n

    Labs, a key role in accelerating public transformation in the territories<\/h2>\n

    Territorial innovation laboratories offer spaces and skills to design and test new forms of public action, to produce workable solutions, in co-construction with users and agents. Each solution is prototyped and tested before operational deployment, to ensure it meets the needs of the field. This expertise is widely disseminated: most labs have training\/action programs in design, facilitation and user experience methods.<\/p>\n

    Le Lab\u2019EST, A lab mobilized for Public Innovation Month!<\/h2>\n

    Partners of the Public Innovation Month<\/strong> organized by the DITP<\/strong>, the territorial innovation laboratories offer more than 200 events and workshops throughout France. On November 26, Lab\u2019EST<\/strong> will also offer a meeting open to all “Imagine the public services of tomorrow, what impacts for our users in 2031? “. This day dedicated to the user consists of a creative session based on prospective design and an afternoon “workshops”.<\/p>\n

    The Lab \u2018Est<\/strong> is also hosting an exhibition entitled” Let’s imagine together the future of the state and Grand Est services “to be discovered at the Cit\u00e9 administrative de Strasbourg (14 rue du Mar\u00e9chal Juin). This exhibition presents the public innovation approach carried by Lab\u2019Est and co-constructed with 72 agents from different administrations.<\/p>\n
