Many other cities, including those at a design disadvantage, are also trying to diminish car travel<\/p>\n<p>An&nbsp;<a href=\"#news\" target=\"_blank\">effort<\/a>&nbsp;now underway to establish a car-free zone&nbsp;<a href=\"https:\/\/e360.yale.edu\/digest\/berlin-looks-to-create-car-free-zone-larger-than-manhattan\" target=\"_blank\" rel=\"noopener\">bigger than<\/a>&nbsp;Manhattan in central Berlin, a&nbsp;<a href=\"https:\/\/www.berlin.de\/umweltatlas\/en\/land-use\/population-density\/\" target=\"_blank\" rel=\"noopener\">relatively dense<\/a>&nbsp;location where&nbsp;<a href=\"https:\/\/www.businesslocationcenter.de\/en\/business-location\/berlin-at-a-glance\/surface-area-of-berlin\/\" target=\"_blank\" rel=\"noopener\">15%<\/a>&nbsp;of the surface area is used for road traffic,&nbsp;<a href=\"https:\/\/www.thelocal.de\/20210904\/is-berlin-set-to-become-car-free-in-the-next-few-years\/\" target=\"_blank\" rel=\"noopener\">just might<\/a>&nbsp;succeed.<\/p>\n<p>But what about a place like Los Angeles County, a sprawling megalopolis where a nearly equal percentage of surface area is used&nbsp;<a href=\"#abstract\" target=\"_blank\">just for parking<\/a>&nbsp;\u2013 on top of the&nbsp;<a href=\"text=According%20to%20a%20report%20published,land%20is%20devoted%20to%20parking.\" target=\"_blank\">hundreds<\/a>&nbsp;of square kilometers occupied by essential roads and&nbsp;<a href=\"https:\/\/www.dlawgroup.com\/la-freeways-ranked-as-having-highest-traffic-congestion\/\" target=\"_blank\" rel=\"noopener\">clogged<\/a>&nbsp;freeways?<\/p>\n<p>A legacy of planning hinged on cars has left many urban areas both&nbsp;<a href=\"https:\/\/www.vox.com\/a\/new-economy-future\/cars-cities-technologies\" target=\"_blank\" rel=\"noopener\">disjointed<\/a>&nbsp;and disadvantaged in terms of designing for a more sustainable future. But it\u2019s possible to undo some of that damage.<\/p>\n<p>In Los Angeles, the mayor&nbsp;<a href=\"https:\/\/la.curbed.com\/2019\/4\/29\/18522815\/los-angeles-green-new-deal-garcetti-cars\" target=\"_blank\" rel=\"noopener\">wants<\/a>&nbsp;to slash the driving done in the city by half over the next few decades, and has&nbsp;<a href=\"https:\/\/spectrumnews1.com\/ca\/la-west\/environment\/2021\/11\/02\/la-may-appoint-chief-heat-officer--speed-up-climate-timelines--mayor-garcetti-tells-spectrum-news-1\" target=\"_blank\" rel=\"noopener\">expressed interest<\/a>&nbsp;in charging entry fees for some vehicles \u2013 similar to a&nbsp;<a href=\"https:\/\/www.gov.uk\/low-emission-zones\" target=\"_blank\" rel=\"noopener\">scheme<\/a>&nbsp;in London. Many local residents&nbsp;<a href=\"https:\/\/transfersmagazine.org\/2018\/06\/25\/how-do-people-perceive-transit-in-la\/\" target=\"_blank\" rel=\"noopener\">may be surprised<\/a>&nbsp;to learn there\u2019s a&nbsp;<a href=\"https:\/\/www.timeout.com\/los-angeles\/things-to-do\/los-angeles-metro-guide\" target=\"_blank\" rel=\"noopener\">subway<\/a>&nbsp;system&nbsp;<a href=\"https:\/\/www.metro.net\/projects\/westside\/\" target=\"_blank\" rel=\"noopener\">expanding<\/a>&nbsp;beneath their feet, and bicycle ridership has&nbsp;<a href=\"https:\/\/www.ft.com\/content\/86a3966a-982b-4160-8f6b-3a6d21088bd5\" target=\"_blank\" rel=\"noopener\">boomed<\/a>&nbsp;during the pandemic (though its staying power is&nbsp;<a href=\"https:\/\/www.theguardian.com\/us-news\/2021\/feb\/18\/los-angeles-cyclists-dangers-bike-paths\" target=\"_blank\" rel=\"noopener\">uncertain<\/a>).<\/p>\n<p>Los Angeles is not the only city trying to shake its car dependency. Bogot\u00e1, which didn\u2019t have a public transportation system&nbsp;<a href=\"https:\/\/www.transmilenio.gov.co\/publicaciones\/146028\/historia-de-transmilenio\/\" target=\"_blank\" rel=\"noopener\">as recently as<\/a>&nbsp;1999, has&nbsp;<a href=\"https:\/\/www.jstor.org\/stable\/renetechsustfutu.103.22\" target=\"_blank\" rel=\"noopener\">regulated<\/a>&nbsp;the number of privately owned cars that can be on the roads at any given time, and instituted an annual&nbsp;<a href=\"https:\/\/www.smartcitiesdive.com\/ex\/sustainablecitiescollective\/friday-fun-bogot-colombia-celebrates-its-15th-annual-car-free-day\/1044326\/\" target=\"_blank\" rel=\"noopener\">car-free day<\/a>. Mexico City has&nbsp;<a href=\"text=Mexico%20City%20eliminated%20requirements%20that,be%20converted%20to%20other%20uses.\" target=\"_blank\">capped<\/a>&nbsp;the parking spaces allowed for cars in new developments, and added requirements for bicycle spaces.<\/p>\n<p>There are compelling reasons to erase cars from the urban equation, like&nbsp;<a href=\"https:\/\/www.globalcitizen.org\/en\/content\/cities-car-bans-greenhouse-gas-emissions\/\" target=\"_blank\" rel=\"noopener\">cutting emissions<\/a>&nbsp;and&nbsp;<a href=\"text=Cities%20that%20have%20eliminated%20automobiles,of%20their%20crowded%20center%20areas.&amp;text=No%20longer%20do%20pedestrians%20fear,raise%20children%20in%20downtown%20areas.\" target=\"_blank\">improving<\/a>&nbsp;the quality of life.<\/p>\n<p>In fact, the perception of cars as an urban design flaw may hold whether they spew carbon or use electric power. An advocate for the proposed car-free zone in Berlin&nbsp;<a href=\"https:\/\/www.fastcompany.com\/90711961\/berlin-is-planning-a-car-free-area-larger-than-manhattan\" target=\"_blank\" rel=\"noopener\">said<\/a>&nbsp;the aim should not just be transitioning to electric cars within cities, but \u201cthe removal of vehicles in general.\u201d<\/p>\n<p>However, cities like Los Angeles can be hindered by vast amounts of parking space, which inhibits the&nbsp;<a href=\"https:\/\/www.lamag.com\/longform\/between-the-lines\/\" target=\"_blank\" rel=\"noopener\">density<\/a>&nbsp;conducive to public-transportation use and only makes driving more&nbsp;<a href=\"https:\/\/www.vox.com\/22662963\/end-driving-obsession-connectivity-zoning-parking\" target=\"_blank\" rel=\"noopener\">convenient<\/a>.<\/p>\n<p>Other locales have been able to move more aggressively. Paris has&nbsp;<a href=\"https:\/\/www.nytimes.com\/2019\/10\/05\/world\/europe\/paris-anne-hildago-green-city-climate-change.html\" target=\"_blank\" rel=\"noopener\">invested<\/a>&nbsp;heavily in infrastructure for bicycling and walking, and&nbsp;<a href=\"https:\/\/www.leparisien.fr\/paris-75\/on-ne-renoncera-pas-emmanuel-gregoire-et-david-belliard-devoilent-la-zone-a-trafic-limite-au-coeur-de-paris-17-02-2022-66F7NHQ2HVHR7AF4T3E4PAXWSI.php\" target=\"_blank\" rel=\"noopener\">detailed<\/a>&nbsp;plans this week to sharply limit car traffic in the heart of the city starting in 2024. Central Oslo is now&nbsp;<a href=\"https:\/\/www.fastcompany.com\/90294948\/what-happened-when-oslo-decided-to-make-its-downtown-basically-car-free\" target=\"_blank\" rel=\"noopener\">basically car-free<\/a>.<\/p>\n<p><strong>Finding the right fit for cars in cities<\/strong><\/p>\n<p>The idea of actively discouraging car travel in cities isn\u2019t new. In 1975, Singapore&nbsp;<a href=\"https:\/\/www.jstor.org\/stable\/20713563\" target=\"_blank\" rel=\"noopener\">established<\/a>&nbsp;a program to charge drivers who wanted to enter the center of the city-state.<\/p>\n<p>Since then, general awareness of vehicle emissions and their role in the climate crisis has grown significantly. Cities account for an&nbsp;<a href=\"https:\/\/www.frontiersin.org\/articles\/10.3389\/frsc.2021.696381\/full\" target=\"_blank\" rel=\"noopener\">estimated<\/a>&nbsp;70% of global greenhouse gas emissions, and roughly a third of their emissions are attributable to transport.<\/p>\n<p>It doesn\u2019t help that cities also regularly&nbsp;<a href=\"https:\/\/www.fleetnews.co.uk\/news\/fleet-industry-news\/2020\/09\/30\/tfl-data-shows-12-increase-in-london-road-deaths\" target=\"_blank\" rel=\"noopener\">register<\/a>&nbsp;significant&nbsp;<a href=\"https:\/\/sfgov.org\/scorecards\/transportation\/traffic-fatalities\" target=\"_blank\" rel=\"noopener\">numbers<\/a>&nbsp;of traffic fatalities, or that millions of children develop asthma&nbsp;<a href=\"text=Four%20million%20children%20develop%20asthma,a%20landmark%20study%20has%20found.\" target=\"_blank\">every year<\/a>&nbsp;due to air pollution from cars and trucks.<\/p>\n<p>Eliminating the use of cars for short trips within cities may be economical, particularly when the cost of filling a gas tank&nbsp;<a href=\"https:\/\/abc11.com\/high-gas-prices-oil-russia-ukraine\/11556177\/\" target=\"_blank\" rel=\"noopener\">can spike<\/a>&nbsp;in response to geopolitical tension. Replacing those car trips with walking and bicycling also brings serious&nbsp;<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0967070X11001119\" target=\"_blank\" rel=\"noopener\">health benefits<\/a>.<\/p>\n<p>Advocates of the proposal to blanket central Berlin with a car-free zone&nbsp;<a href=\"https:\/\/volksentscheid-berlin-autofrei.de\/faq.php?lang=en\" target=\"_blank\" rel=\"noopener\">say<\/a>&nbsp;it will spur investment in public transportation. Under the plan, people who need the use of a car for health reasons could apply for driving permits, and everyone else would be able to register 12 private trips per year with a car-sharing service \u2013 for things like getting to the airport.<\/p>\n<p>Initiatives like this are not always welcome. A rule in Madrid that banned certain vehicles from the city center became a political issue before it was&nbsp;<a href=\"https:\/\/cities-today.com\/madrids-low-emissions-zone-to-be-scrapped\/\" target=\"_blank\" rel=\"noopener\">scrapped<\/a>&nbsp;last year.<\/p>\n<p>And there are cases where cars may be seen as&nbsp;<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/books\/NBK11420\/\" target=\"_blank\" rel=\"noopener\">crucial lifelines<\/a>&nbsp;that shouldn\u2019t be imperiled \u2013 particularly for people with disabilities and the elderly.<\/p>\n<p>Some endeavors aim to reduce urban congestion while still allowing people to stay in their cars. A company founded by Elon Musk&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/us-musk-tunnel-idUSKBN1OI03W\" target=\"_blank\" rel=\"noopener\">unveiled<\/a>&nbsp;plans several years ago to bore a tunnel beneath several kilometers of Los Angeles, through which electric cars could&nbsp;<a href=\"https:\/\/www.nytimes.com\/2018\/12\/18\/business\/boring-company-elon-musk-tunnel.html?searchResultPosition=1\" target=\"_blank\" rel=\"noopener\">safely speed<\/a>&nbsp;from one part of town to another and avoid backed-up freeways.<\/p>\n<p>Any mention of the project was&nbsp;<a href=\"https:\/\/www.businessinsider.com\/boring-company-scrubbed-la-and-dc-tunnels-from-site-2021-4?r=US&amp;IR=T\" target=\"_blank\" rel=\"noopener\">reportedly<\/a>&nbsp;scrubbed from the company\u2019s website last year.<\/p>\n<p>The site still&nbsp;<a href=\"https:\/\/www.boringcompany.com\/projects\" target=\"_blank\" rel=\"noopener\">lists<\/a>&nbsp;several other initiatives, though video taken earlier this year at one of its tunnels in Las Vegas&nbsp;<a href=\"https:\/\/twitter.com\/adamtranter\/status\/1479149037253238790?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1479149037253238790%7Ctwgr%5E%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.curbed.com%2F2022%2F01%2Felon-musk-las-vegas-tunnel-ces.html\" target=\"_blank\" rel=\"noopener\">appeared<\/a>&nbsp;to show it suffering from something it purports to eliminate: congestion.<\/p>\n<p><em>More reading on car-free zones and mobility<\/em><\/p>\n<p>For more context, here are links to further reading from&nbsp;<a href=\"https:\/\/intelligence.weforum.org\/topics\" target=\"_blank\" rel=\"noopener\">the World Economic Forum&#8217;s Strategic Intelligence platform<\/a>:<\/p>\n<ul>\n<li>Even in a place often called Britain\u2019s \u201cmotor city\u201d a desire to improve air quality and increase cycling spurred ambitious plans for car-free zones, according to this piece.&nbsp;<em>(<\/em><a href=\"https:\/\/intelligence.weforum.org\/monitor\/latest-knowledge\/3678c8fcd3e246eeb20981ced9622a29\" target=\"_blank\" rel=\"noopener\"><em>CityMetric<\/em><\/a><em>)<\/em><\/li>\n<\/ul>\n<ul>\n<li>Worth investing in that cover \u2013 this study found that babies and children in bicycle trailers breathe in a lot more polluted air than the adults pulling them, though a trailer cover can halve the exposure to fine particles.&nbsp;<em>(<\/em><a href=\"https:\/\/intelligence.weforum.org\/monitor\/latest-knowledge\/c964a86e3553494cb5746d551cba03db\" target=\"_blank\" rel=\"noopener\"><em>Science Daily<\/em><\/a><em>)<\/em><\/li>\n<\/ul>\n<ul>\n<li>Decades before cars went into mass production, a unit of \u201cBuffalo Soldiers\u201d bicycled more than 3,000 kilometers across the US to demonstrate the technology\u2019s potential.&nbsp;<em>(<\/em><a href=\"https:\/\/intelligence.weforum.org\/monitor\/latest-knowledge\/a8178ed838ec4eedab1cd134bba98336\" target=\"_blank\" rel=\"noopener\"><em>JSTOR Daily<\/em><\/a><em>)<\/em><\/li>\n<\/ul>\n<ul>\n<li>There are about 1,000 e-buses on India\u2019s roads, according to this analysis, and 11,000 must be deployed each year for the next nine years to help the country hit its target of net-zero emissions by 2070.&nbsp;<em>(<\/em><a href=\"https:\/\/intelligence.weforum.org\/monitor\/latest-knowledge\/800505f3485845498838404eea1e2097\" target=\"_blank\" rel=\"noopener\"><em>World Resources Institute<\/em><\/a><em>)<\/em><\/li>\n<\/ul>\n<ul>\n<li>Phoenix, Arizona might be the last place where one would expect to see an effort to ban cars, but according to this report a local residential community aims to prohibit resident parking and will instead subsidize access to ridesharing and public transportation.&nbsp;<em>(<\/em><a href=\"https:\/\/intelligence.weforum.org\/monitor\/latest-knowledge\/4fb20b9d5a714f5a84484d9a9ded7226\" target=\"_blank\" rel=\"noopener\"><em>Next City<\/em><\/a><em>)<\/em><\/li>\n<\/ul>\n<ul>\n<li>To be liveable and greener, cities must consistently incentivize the use of public transportation and discourage car use, according to this analysis \u2013 which uses the Dubai Road and Transport Authority as an example.&nbsp;<em>(<\/em><a href=\"https:\/\/intelligence.weforum.org\/monitor\/latest-knowledge\/0ef7ac7977d24fcbbbad2321b3563da2\" target=\"_blank\" rel=\"noopener\"><em>LSE<\/em><\/a><em>)<\/em><\/li>\n<\/ul>\n<ul>\n<li>Do bikeshare systems complement or replace traditional public transit?
