It was a big investment in the idea that building data capacity within city halls would enable mayors to improve services and deliver results for residents. And it was grounded in Bloomberg\u2019s own experience as a successful businessperson, philanthropist, and mayor of New York City that if you can&#8217;t measure it, you can&#8217;t manage it.<\/p>\n<p>Today, as Bloomberg Philanthropies announces&nbsp;<a href=\"https:\/\/www.bloomberg.org\/press\/new-bloomberg-philanthropies-city-data-alliance-launches-in-the-u-s-latin-america-and-canada-with-60-million-investment\/\" target=\"_blank\" rel=\"noopener\">plans&nbsp;to expand<\/a>&nbsp;its data offerings across the Americas with its new&nbsp;<a href=\"https:\/\/bloombergcities.jhu.edu\/program\/data-alliance\" target=\"_blank\" rel=\"noopener\">City Data Alliance<\/a>, it\u2019s clear this investment is paying off. As city halls upskill staff around&nbsp;<a href=\"https:\/\/medium.com\/what-works-cities-certification\/what-works-cities-certification-assessment-guide-5c514f1dff1b\" target=\"_blank\" rel=\"noopener\">core data practices<\/a>&nbsp;such as performance analytics, evaluation, and results-driven contracting, they are improving local government in ways residents can feel in their everyday lives.<\/p>\n<p>Cities are using data in new ways to&nbsp;<a href=\"https:\/\/medium.com\/what-works-cities-certification\/how-denvers-outcomes-focused-approach-to-homelessness-delivered-results-4a2a7d6fac50\" target=\"_blank\" rel=\"noopener\">house the homeless<\/a>&nbsp;in&nbsp;Denver,&nbsp;<a href=\"https:\/\/medium.com\/what-works-cities-certification\/norfolk-va-ae4c890683d6\" target=\"_blank\" rel=\"noopener\">protect homes from flooding<\/a>&nbsp;in&nbsp;Norfolk, Va.,&nbsp;<a href=\"https:\/\/medium.com\/what-works-cities-certification\/little-rock-shows-how-open-data-drives-resident-engagement-d0300affe57b\" target=\"_blank\" rel=\"noopener\">fix street lights<\/a>&nbsp;in&nbsp;Little Rock, Ark.,&nbsp;<a href=\"https:\/\/bloombergcities.jhu.edu\/news\/data-central-innovators-planning-process-projects\" target=\"_blank\" rel=\"noopener\">keep trees healthy<\/a>&nbsp;in&nbsp;Salinas, Calif.,&nbsp;<a href=\"https:\/\/medium.com\/what-works-cities-certification\/detroit-proves-data-can-help-prevent-gang-violence-and-help-residents-get-through-the-pandemic-ca7be7a7814f\" target=\"_blank\" rel=\"noopener\">tackle gang violence<\/a>&nbsp;in&nbsp;Detroit, and&nbsp;<a href=\"https:\/\/bloombergcities.jhu.edu\/news\/5-ways-certified-cities-are-leading-data\" target=\"_blank\" rel=\"noopener\">much more<\/a>.<\/p>\n<p>wo recent reports quantified these gains, showing for the first time how a maturing movement around data-driven city leadership is making a real difference across cities.&nbsp;<\/p>\n<p>A&nbsp;<a href=\"https:\/\/results4america.org\/wp-content\/uploads\/2021\/06\/Deloitte-WWC-Data-Gap-Report_vFinal-063021.pdf\" target=\"_blank\" rel=\"noopener\">report from Monitor Institute by Deloitte<\/a>&nbsp;found that among 250 U.S. cities in the What Works Cities network, four out of five are using data better than they used to, particularly when it comes to making budget decisions and improving services. Sixty percent report improving police, fire, or ambulance response times; half report improvements in neighborhood safety; and 37 percent report measurably reducing waste and emissions or improving air or water quality.&nbsp;<\/p>\n<p>Another&nbsp;<a href=\"https:\/\/www.oecd-ilibrary.org\/urban-rural-and-regional-development\/innovation-and-data-use-in-cities_9f53286f-en\" target=\"_blank\" rel=\"noopener\">report from the OECD<\/a>&nbsp;looked at innovation and data use in cities. One key finding was that in cities with advanced data use practices, life satisfaction for residents is higher\u2014by a margin of 3.5 percent.<\/p>\n<p>These findings come at a time when the COVID-19 pandemic made clear how data is the new currency of the realm, a tool mayors could use like never before to fight the virus and save lives.<\/p>\n<p>By the time the COVID-19 pandemic hit, many cities had built strong data skills to fight the virus \u2014 a good example of what University College London Professors Mariana Mazzucato and Rainer Kattel call the&nbsp;<a href=\"https:\/\/www.ucl.ac.uk\/bartlett\/public-purpose\/sites\/public-purpose\/files\/final_iipp-wp2020-12-covid-19-and-public-sector-capacity_28_sept.pdf\" target=\"_blank\" rel=\"noopener\">\u201cdynamic capabilities of the public sector\u201d<\/a>&nbsp;needed to navigate a fluid crisis. Mayors marshaled data on cases, hospitalizations, and more, using data dashboards and other real-time data flows to deploy resources like testing and vaccines to neighborhoods that needed them most.&nbsp;<\/p>\n<p>In&nbsp;<strong>Long Beach<\/strong>, Calif., for example, city leaders leveraged neighborhood-level data to guide a vaccination outreach effort&nbsp;<a href=\"https:\/\/bloombergcities.jhu.edu\/news\/how-cities-are-prioritizing-equity-their-vaccine-rollout-efforts\" target=\"_blank\" rel=\"noopener\">hailed as a national model<\/a>&nbsp;for prioritizing equity. The campaign leaned on partnerships with community organizations with close ties in immigrant communities. \u201cWe used data every single day during the pandemic,\u201d says Mayor Robert Garcia. \u201cIt helped us make decisions on vaccines, on testing, on drive through medical sites, on clinics. We can look at the data to adjust and serve people better and get them the services they need.\u201d<\/p>\n<p>Cities also used data in unprecedented ways to engage and communicate with residents about constantly changing health risks and the need for protective measures like mask mandates and social distancing. In&nbsp;<strong>Lincoln<\/strong>, Neb., city leaders created a&nbsp;<a href=\"https:\/\/bloombergcities.jhu.edu\/news\/how-data-driven-innovation-fueling-cities-covid-response\" target=\"_blank\" rel=\"noopener\">color-coded \u201crisk dial\u201d<\/a>&nbsp;to communicate with residents around COVID risks. It\u2019s a speedometer-like alert system with a needle signaling whether current risks are low, moderate, high, or severe. The tool is one reason Lincoln and surrounding Lancaster County saw the&nbsp;<a href=\"https:\/\/journalstar.com\/lifestyles\/health-med-fit\/health\/watch-now-health-director-touts-lancaster-countys-lower-covid-19-death-rate\/article_7ec03d70-a3e6-543a-947a-c8e7027541cc.html\" target=\"_blank\" rel=\"noopener\">lowest COVID mortality rate in Nebraska.<\/a><\/p>\n<p>During the pandemic, \u201cthe world changed, but our commitment to data did not,\u201d says Lincoln Mayor Leirion Gaylor Baird. \u201cIn fact, it became elevated. It provided a backbone for decision making and also allowed us to communicate, in the simplest terms, very complex information to the public so that they could be safe and take precautions to keep each other and our community safe.\u201d<\/p>\n<p>These leapfrog gains forged in crisis make today a moment of great opportunity to consolidate and accelerate the progress that city leaders have made with data. The&nbsp;<a href=\"https:\/\/bloombergcities.jhu.edu\/program\/data-alliance\" target=\"_blank\" rel=\"noopener\">Bloomberg Philanthropies&nbsp;City Data Alliance<\/a>&nbsp;will identify 100 cities from across North and South America that are already sophisticated at using data, and empower them to show the world what the next frontier of data-driven governance looks like.&nbsp;<\/p>\n<p>\u201cMayors and their teams relied upon data and analysis more than ever before to get their communities through the pandemic,\u201d says James Anderson, head of Government Innovation programs at Bloomberg Philanthropies. \u201cNow we hope to help cities build upon these gains and deepen the ways they&#8217;re using data to understand and address problems, foster collaborations, and engage residents.\u201d<\/p>\n<p>The City Data Alliance will deliver specialized training and individualized city coaching to both mayors and their senior leaders, tapping into supports offered through the&nbsp;<a href=\"https:\/\/govex.jhu.edu\/\" target=\"_blank\" rel=\"noopener\">Johns Hopkins University Center for Government Excellence<\/a>, the&nbsp;<a href=\"https:\/\/govlab.hks.harvard.edu\/\" target=\"_blank\" rel=\"noopener\">Harvard Kennedy School Government Performance Lab,<\/a>&nbsp;<a href=\"https:\/\/results4america.org\/\" target=\"_blank\" rel=\"noopener\">Results for America<\/a>, the&nbsp;<a href=\"https:\/\/www.bi.team\/\" target=\"_blank\" rel=\"noopener\">Behavioral Insights Team<\/a>, and&nbsp;<a href=\"https:\/\/public.digital\/\" target=\"_blank\" rel=\"noopener\">Public Digital<\/a>.
