{"id":12819,"date":"2022-08-01T05:53:08","date_gmt":"2022-08-01T03:53:08","guid":{"rendered":"https:\/\/thesmartcityjournal.cibeles.net\/sin-categoria\/how-leadership-training-is-shaping-a-generation-of-mayors\/"},"modified":"2022-07-31T17:07:10","modified_gmt":"2022-07-31T15:07:10","slug":"how-leadership-training-is-shaping-a-generation-of-mayors","status":"publish","type":"post","link":"https:\/\/www.thesmartcityjournal.com\/en\/articles\/how-leadership-training-is-shaping-a-generation-of-mayors","title":{"rendered":"How leadership training is shaping a generation of mayors"},"content":{"rendered":"<p class=\"lead\">The initiative welcomes its sixth class of mayors, a diverse group of 40 leaders from North America, Latin America, Europe, and Africa<\/p>\n<p>Mayors are busy people, as&nbsp;Amarillo,&nbsp;Texas, Mayor Ginger Nelson can attest. \u201cAs mayors, often our days are full of budget projections, crisis meetings, emails, media interviews\u2014we\u2019re spinning a lot of plates,\u201d she says.&nbsp;<\/p>\n<p>One commitment Mayor Nelson is grateful she made time for is her participation in the&nbsp;<a href=\"https:\/\/www.cityleadership.harvard.edu\/\" target=\"_blank\" rel=\"noopener\">Bloomberg Harvard City Leadership Initiative<\/a>. It\u2019s a world-class executive training program for mayors and their top senior leaders, taught by faculty from the Harvard Kennedy School and Harvard Business School, and featuring urban leaders from Bloomberg Philanthropies\u2019 global network of experts.&nbsp;<\/p>\n<p>\u201cThis plate is worth spinning,\u201d says Nelson, a member of the Bloomberg Harvard Class of 2022. \u201cYou&#8217;re getting new tools and techniques from some of the best teachers in the world.\u201d<\/p>\n<p>This week, the initiative&nbsp;<a href=\"https:\/\/www.bloomberg.org\/press\/bloomberg-harvard-city-leadership-initiative-announces-sixth-class-of-mayors\/\" target=\"_blank\" rel=\"noopener\">welcomes its sixth class of mayors<\/a>, a diverse group of 40 leaders from North America, Latin America, Europe, and Africa. \u201cThis class brings together a diverse and dynamic group of mayors from across the globe,\u201d&nbsp;says Michael R. Bloomberg, three-term mayor of New York City and founder of Bloomberg L.P. and Bloomberg Philanthropies.&nbsp;\u201cWith all the urgent shared challenges facing cities, the opportunity for mayors to exchange ideas and learn from one another and experts is more important than ever.\u201d<\/p>\n<p>The incoming class of mayors joins&nbsp;a network that includes nearly 200 of their peers from 24 countries who, through participation in the program, have built their leadership and management skills to do their jobs better.&nbsp;The initiative is the flagship program of the&nbsp;<a href=\"https:\/\/www.bloomberg.org\/government-innovation\/supporting-city-leaders\/bloomberg-center-cities-harvard-university\/\" target=\"_blank\" rel=\"noopener\">Bloomberg Center for Cities at Harvard University<\/a>.<\/p>\n<p>Participating mayors say the initiative is a gift that keeps on giving as they face new challenges in office day after day. Bloomberg Cities caught up with alumni to see how the program\u2019s lessons continue to inform and elevate the work they and their staffs do each day.<\/p>\n<h2 class=\"article-title\">Mayor Jim Strickland, Memphis, Tenn.<\/h2>\n<p>Strickland says a case study discussed during his time in the program about improving the performance of commuter trains in Japan led directly to successful efforts to reduce 911 response times in&nbsp;<strong>Memphis<\/strong>. \u201cOne of the things I learned from that case study was to talk and listen to the people who are actually doing the work,\u201d Strickland says. \u201cBecause they may have great suggestions.\u201d The mayor says ideas proposed by 911 dispatchers were critical to reducing average response times from about one minute to roughly eight seconds.<\/p>\n<p>Strickland also says the program\u2019s leadership lessons, as well as the continued outreach to past participants, was crucial when the COVID-19 pandemic unexpectedly began. \u201cBe honest, be empathetic, be hopeful about the future,\u201d Strickland recalls as key takeaways of&nbsp;<a href=\"https:\/\/www.bloomberg.org\/covid-19-response\/covid-19-local-response-initiative\/\" target=\"_blank\" rel=\"noopener\">crisis leadership trainings<\/a>&nbsp;facilitated by the Bloomberg Harvard City Leadership Initiative during the peak of the pandemic. \u201cI took notes at all of those sessions, and I would refer to those notes time and time again and tweak our messages to the public.\u201d<\/p>\n<h2 class=\"article-title\"><strong>Mayor Victoria Woodards, Tacoma, Wash.&nbsp;<\/strong><\/h2>\n<p>Woodards was in her first year in office when she was invited to join the second Bloomberg Harvard class of mayors. She says her initial instinct was that she simply didn\u2019t have the time. She\u2019s relieved she reconsidered. \u201cThat would&#8217;ve been the worst mistake I could have made if I didn&#8217;t do it,\u201d she says.<\/p>\n<p>For Woodards, the relationships forged in the program have been a source of strength throughout her mayoralty, particularly those with other Black mayors she met. \u201cThe African American mayors in the class started a text chain and we still use it to this day when we need information or when something good happens to somebody,\u201d Woodards says. \u201cThe collective energy that we continue to keep with one another is a direct result of my Bloomberg Harvard experience.\u201d&nbsp;<\/p>\n<h2 class=\"article-title\"><strong>Mayor Leirion Gaylor Baird, Lincoln, Neb.<\/strong><\/h2>\n<p>Gaylor Baird says one Bloomberg Harvard City Leadership Initiative session she attended made a \u201cprofound impression\u201d on her. \u201cProfessor Mitchell Weiss spoke on the topic of innovation in the public sector\u2014how we can experiment, learn, and adapt while being efficient with government resources,\u201d she recalls. \u201cHe discussed the process of envisioning a desired goal, building a product, measuring results, learning from implementation, and then deciding whether to continue or pivot.\u201d<\/p>\n<p>Now in&nbsp;<strong>Lincoln<\/strong>, Gaylor Baird says, the city is testing the approach with a new initiative. The plan is to turn dead trees and other wood waste into biochar\u2014a charcoal-like substance that sequesters carbon and is used in gardens to retain water and grow healthier plants. The idea for it came from&nbsp;<strong>Stockholm<\/strong>, whose mayor was in Gaylor Baird\u2019s Bloomberg Harvard class. \u201cLooking to other models allows us to test out something new in a manner that minimizes risk and maximizes efficiency, while advancing our local goals,\u201d Gaylor Baird says. &nbsp;<\/p>\n<p>Lincoln&nbsp;<a href=\"https:\/\/www.lincoln.ne.gov\/City\/Departments\/LTU\/Utilities\/Solid-Waste-Management\/Facilities-and-Services\/Biochar\" target=\"_blank\" rel=\"noopener\">plans to build its first biochar production facility<\/a>\u2014the city was&nbsp;<a href=\"https:\/\/www.bloomberg.org\/press\/bloomberg-philanthropies-announces-mayors-challenge-winning-project-to-combat-climate-change-will-spread-to-seven-global-cities\/\" target=\"_blank\" rel=\"noopener\">one of seven to recently receive up to $400,000 from Bloomberg Philanthropies<\/a>&nbsp;for this purpose. \u201cThe opportunity to source successful, proven concepts through the Bloomberg network has been instrumental to the viability of our initiative,\u201d Gaylor Baird says, \u201cand we are grateful to be receiving financial support to allow us to realize our vision.\u201d<\/p>\n<h2 class=\"article-title\"><strong>Mayor Francis Suarez, Miami (Class of 2019)<\/strong><\/h2>\n<p>Suarez says the Bloomberg Harvard City Leadership Initiative \u201chas an intimate understanding of the challenges we face as mayors,\u201d and has \u201chelped equip class after class of mayors with the tools necessary to address those challenges.\u201d A big takeaway for Suarez, who currently leads the U.S. Conference of Mayors, was the program\u2019s emphasis on the ways mayors can partner and collaborate with each other. \u201cAs managers and executors, mayors can naturally feel alone when making decisions,\u201d Suarez says. \u201cBut it\u2019s important to remind yourself that there is a network of individuals that not only empathize with you, but they also want to help you.\u201d<\/p>\n<h2 class=\"article-title\"><strong>Mayor Carolina Mej\u00eda, Santo Domingo, Dominican Republic <\/strong><\/h2>\n<p>Mej\u00eda calls her participation in the Bloomberg Harvard City Leadership Initiative \u201cone of the most memorable experiences of my professional career,\u201d and a \u201cwonderful opportunity to interact with a fabulous group of people, both the professors and my peers, sharing experiences, analyses, strategies, and policy implementation techniques.\u201d<\/p>\n<p>A key lesson for her was the power of engaging residents deeply in problem solving. The program \u201cdefinitely changed my way of understanding problems facing our constituents, by dissecting these problems through the lens of those people affected by them,\u201d Mej\u00eda says. As part of the mayor&#8217;s participation in the Bloomberg Harvard program\u2019s innovation track, a team of city hall employees is now receiving training in how to use human-centered design to co-design waste management strategies with the residents of&nbsp;<strong>Santo Domingo<\/strong>\u2019s crowded Los Guandules neighborhood. \u201dPolicies and projects that take people\u2019s opinion into account,\u201d she says, \u201ccan endure over time.\u201d<\/p>\n<h2 class=\"article-title\"><strong>Mayor Paul TenHaken, Sioux Falls, S.D. <\/strong><\/h2>\n<p>TenHaken participated in the Bloomberg Harvard City Leadership Initiative\u2019s second cohort of mayors, who wrapped up the program not long before the pandemic. \u201cLittle did I know that we as mayors would be entering a year when our leadership would be tested like no other time during our collective terms,\u201d he says. \u201cFrom help with crafting public narratives to regularly scheduled touchpoints with Bloomberg Harvard leaders and mayors, the program was (and continues to be) instrumental in giving me the confidence and courage in dealing with the incredibly weighty challenges we have faced since 2020.\u201d<\/p>\n<p>Equally important, TenHaken says, has been the training his senior leadership team has accessed on topics such as effective negotiation and communication. That training \u201cI have seen put into action as they lead their internal teams and our community as a whole,\u201d TenHaken says.
