Both pieces of legislation, set to go into effect this autumn, are expected to have global implications and influence how tech giants like Meta and Google operate around the world.<\/p>\n<p>\u201cThe office will strengthen the EU\u2019s capacity to reach out to key public and private stakeholders, including policy-makers, the business sector and civil society in the digital technology sector,\u201d said Charles Manoury, a spokesperson for the European Commission.<\/p>\n<p>The office will be led by Gerard de Graaf, the European Commission\u2019s director of the digital economy and a longtime EU official focusing on cybersecurity and digital policy. It will be located in the city of San Francisco and operate under the authority of the EU delegation in Washington, DC.<\/p>\n<p>The opening of the new outpost follows the European Council\u2019s adoption of the&nbsp;<a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-11406-2022-INIT\/en\/pdf\" target=\"_blank\" rel=\"noopener\">Conclusions on EU Digital Diplomacy<\/a>, a broad framework that seeks to enhance the EU\u2019s regulatory capacity with partners around the world. The agreement notes that all digital policy should be \u201cbuilt on universal human rights, fundamental freedoms, the rule of law and democratic principles.\u201d<\/p>\n<p>&#8220;The United States is a leader in tech innovation while the European Union wants to be a leader in tech regulation,\u201d said Christian Borggreen, the vice president and head of Europe office for the Computer and Communications Industry Association (CCIA), a not-for-profit tech advocacy organisation whose members include Google, Amazon, Twitter and Facebook, among others.<\/p>\n<p>In 2018, the EU enacted the&nbsp;<a href=\"text=The%20General%20Data%20Protection%20Regulation,to%20people%20in%20the%20EU.\" target=\"_blank\">General Data Protection Regulation<\/a>&nbsp;(GDPR), which significantly changed how tech companies handle consumer data and helped make Europe a standard-bearer with regards to tech regulation. Notably, the GDPR instituted the so-called&nbsp;<a href=\"https:\/\/gdpr.eu\/article-17-right-to-be-forgotten\/\" target=\"_blank\" rel=\"noopener\">right to be forgotten<\/a>, which mandates that digital technology companies must provide consumers with the option to have their personal data erased.<\/p>\n<p>The DMA and the DSA\u2014passed by the European Commission in March and April 2022, respectively\u2014are the latest major tech regulations coming out of Brussels. As a package, the policies aims to create a safer digital ecosystem for internet users as well as a more open and fair digital market for technology companies. This includes, for instance, new rules aimed at curbing illegal hate speech and limiting business practices that stifle competition.<\/p>\n<p>\u201c10 years ago, a page was turned on \u2018too big to fail&#8217; banks. Now\u2014with DSA and DMA\u2014we&#8217;re turning the page on \u2018too big to care&#8217; platforms,\u201d Thierry Breton, the EU Commissioner for internal market, said in a statement following the regulations\u2019 adoption by the European Parliament in July 2022.<\/p>\n<p>The regulatory framework, which was subject to&nbsp;<a href=\"https:\/\/corporateeurope.org\/en\/2022\/04\/big-techs-last-minute-attempt-tame-eu-tech-rules\" target=\"_blank\" rel=\"noopener\">lobbying by major tech companies<\/a>, was also widely hailed by&nbsp;<a href=\"https:\/\/www.globalwitness.org\/en\/press-releases\/groundbreaking-eu-rules-herald-new-era-tech-accountability\/\" target=\"_blank\" rel=\"noopener\">international non-governmental organisations<\/a>&nbsp;and&nbsp;<a href=\"text=The%20Digital%20Services%20Act%20was,of%20people&apos;s%20human%20rights%20online.\" target=\"_blank\">human rights groups<\/a>.<\/p>\n<p>With regards to the EU\u2019s new San Francisco office, Borggreen stated that the EU\u2019s presence will help make \u201csure that tech firms understand the wave of new EU regulation that is coming their way, as all companies should have a fair chance to implement and comply with these new rules.&#8221;<\/p>\n<p>Manoury, the European Commission spokesperson, added that the office further advances Europe\u2019s \u201ccommitment to strengthen transatlantic technological cooperation.\u201d<\/p>\n<p><em>Source: <\/em><a href=\"https:\/\/www.weforum.org\/agenda\/authors\/spencer-feingold\" target=\"_blank\" rel=\"noopener\"><em>Spencer Feingold<\/em><\/a><\/p>\n<p><em>Digital Editor, Public Engagement, World Economic Forum<\/em><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The office will facilitate cooperation between European regulators and major technology firms The European Union is opening a new office in California\u2019s Silicon Valley, giving European regulators direct access to major digital technology companies\u2014and vice versa.
