The aim is to support more ports in future<\/em><\/p>\n

The<\/span> International Maritime Organization (IMO)<\/a><\/strong> and <\/span>Singapore<\/strong> have selected the<\/span> Port of Lobito (Angola)<\/strong> for a pilot project to establish an efficient digitalized system for electronic exchange of information in ports for ship clearance.<\/span><\/p>\n

The Single Window for Facilitation of Trade (SWiFT) Project<\/strong> was launched in March 2021 with a call for expressions of interest to participate. Following overwhelming response received from applicants, the project will begin its pilot phase with the Port of Lobito, before being scaled up to benefit more countries in the next phase.<\/p>\n

The SWiFT Project<\/strong> will develop a system for the pilot port to allow\u202felectronic\u202fsubmission, through one single portal,\u202fof all information required by various Government agencies when a ship\u202fcalls at\u202fa port.\u202fThis concept is known as the Maritime Single Window (MSW)<\/strong> system.<\/p>\n

Regulations in IMO\u2019s Facilitation Convention<\/strong> require electronic exchange of data,\u202fto ensure the\u202fefficient clearance of ships. The single window concept is recommended, in order to avoid duplication of effort.\u202f\u202fIndividual data elements should only be submitted once, electronically\u202fthrough a single point of entry, to the relevant regulatory agencies and other parties.<\/p>\n

The COVID-19 pandemic has emphasized the value of digitalization. Electronic exchange of required data is speedier, more\u202freliable,\u202fefficient and COVID-secure, since face-to-face contact is minimized.Under the pilot project, the selected country will be advised on the necessary legal, policy and institutional requirements for the MSW system. The port will then be provided with functional MSW software, hardware and\/or IT services, configured to the country\u2019s needs. Training will also be provided, as well as advice on policy reforms required to successfully implement an MSW.<\/p>\n

The pilot will be\u202fsupported\u202fby Singapore via in-kind contributions and by IMO<\/strong> via the Integrated Technical Cooperation\u202fProgramme (ITCP).<\/strong><\/p>\n

\u201cIncreased digitalization supports greater efficiency which benefits the ship, the port and wider supply chain,\u201d\u202fsaid\u202fJulian\u202fAbril, Head of IMO\u2019s Facilitation Section<\/strong>. \u201cWe want to support\u202fcountries that may be having\u202fdifficulties\u202fin implementing the\u202fFAL Convention requirements for\u202felectronic data exchange, by supporting a pilot project which will show the way and result in know-how which can then be shared with others.\u201d<\/p>\n

Following the initial pilot and subject to funding availability,\u202fthe aim is to replicate\u202fthe pilot project in\u202fthe other\u202fIMO Member States in need of similar technical assistance. \u201cFollowing implementation in the pilot port, the IMO-Singapore project\u202fendeavors\u202fto springboard countries in their digitalization journey and unlock the full potential of their maritime sectors. It is only when most, if not all, ports undergo digital transformation, that the full benefits of digitalization can be realized by the maritime community,\u201d\u202fAbril\u202fsaid.\u202f\u202f\u201cWith support from IMO\u2019s Department of Partnership and Projects, we envisage an increasing number of discussions with external partners and resource\u202fmobilisation\u202fefforts to support an ambitious scaling-up plan for this pilot initiative.\u201d<\/p>\n

The\u202fIMO-Singapore\u202fSWiFT\u202fProject<\/strong> builds upon an earlier successful project\u202fthat delivered a maritime single\u202fwindow system\u202fin Antigua and Barbuda with in-kind and financial support provided by Norway.<\/p>\n

Singapore will bring in its experience to cater\u202fto\u202fthe\u202ftechnical requirements\u202ffor ports that would like to incorporate port to port communication protocols in such a system. Located on the west coast of Angola, Port of Lobito is a gateway port for the west Africa. It handles containers, dry bulk and mining materials, serving the economic development of the central and southern regions of Angola. Through the Benguela Railway, the port also serves countries of the Southern African Development Community that do not have access to the sea.<\/p>\n

\u201cHaving successfully implemented digitalPORT@SG\u2122 \u2013 our national MSW, Singapore stands ready to do our part, and we look forward to partnering IMO Member States such as Angola on this digital journey to prepare for the future of shipping together,\u201d said Tan Suan Jow, Dean of the Maritime and Port Authority of Singapore (MPA) Academy. \u201cBeyond supporting Angola, the pilot will serve as a model for IMO to match donors with Member States for future partnerships for and beyond the domain of digitalization, to encourage further efforts to make IMO\u2019s digitalization agenda an inclusive one.\u201d<\/p>\n

The implementation of specific activities of the Pilot Project will commence by 15 November 2021.<\/p>\n

The work on maritime single window implementation will support achieving the United Nations Sustainable Development Goal 9, which seeks to build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation.<\/p>\n

More efficient shipping, working in partnership with the port sector, will be a major driver towards global resilience and sustainable development for the good of all people.<\/p>\n
