Sin embargo, donde esta transformaci\u00f3n cobra un sentido m\u00e1s profundo es en las ciudades peque\u00f1as.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Un municipio de 10.000 o 20.000 habitantes afronta exactamente los mismos retos que una gran urbe: alumbrado, agua, residuos, movilidad, atenci\u00f3n social y mantenimiento urbano. La diferencia es que dispone de muchos menos recursos econ\u00f3micos y humanos para gestionarlos.<\/span><\/p>\n<p><span style=\"font-weight: 400\">En este contexto, la tecnolog\u00eda no es un lujo, sino una herramienta imprescindible para sostener el presupuesto municipal. Cambiar a iluminaci\u00f3n LED, instalar telelectura de agua o sensorizaci\u00f3n en contenedores puede suponer ahorros del 30% al 60% en partidas clave.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Pero el argumento m\u00e1s poderoso no es econ\u00f3mico, sino demogr\u00e1fico. Las ciudades peque\u00f1as luchan cada d\u00eda contra la despoblaci\u00f3n y el envejecimiento de sus habitantes.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Ser <\/span><i><span style=\"font-weight: 400\">smart<\/span><\/i><span style=\"font-weight: 400\"> significa ofrecer wifi p\u00fablico, telemedicina, coworking municipal, transporte bajo demanda y tr\u00e1mites digitales que evitan desplazamientos innecesarios. Significa hacer el municipio habitable en 2026 y no en 1998.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Esa modernizaci\u00f3n silenciosa es la que permite retener j\u00f3venes y atraer nuevos residentes que pueden teletrabajar desde cualquier lugar.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Adem\u00e1s, estas ciudades tienen una ventaja estrat\u00e9gica: son m\u00e1s f\u00e1ciles y baratas de transformar. Digitalizar todo el alumbrado o toda la red de agua es viable con presupuestos asumibles y el impacto es total, no parcial.<\/span><\/p>\n<p><span style=\"font-weight: 400\">En una gran capital, estos proyectos se aplican por barrios. En una ciudad peque\u00f1a, el cambio afecta a toda la poblaci\u00f3n.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Otro aspecto fundamental es la mejora en la atenci\u00f3n a las personas mayores, que representan un alto porcentaje de sus vecinos. Sistemas de teleasistencia, detecci\u00f3n de ca\u00eddas o recordatorios m\u00e9dicos elevan de forma radical la calidad de vida.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Aqu\u00ed, la <\/span><i><span style=\"font-weight: 400\">smart city<\/span><\/i><span style=\"font-weight: 400\"> no es una etiqueta tecnol\u00f3gica, sino una red de seguridad social apoyada en herramientas digitales.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Por eso, muchos de los casos de \u00e9xito que se presentan en congresos internacionales como el Smart City Expo World Congress o el Smart City Summit &amp; Expo proceden de municipios peque\u00f1os donde el impacto se percibe de forma inmediata.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Estas ciudades no necesitan un gran plan estrat\u00e9gico ni un departamento de innovaci\u00f3n.
