Leading Cities Launches Five Free Data-Driven Pilots Helping Communities Prepare Before Crisis Strikes

Five innovative pilot projects transform real-time data into proactive resilience for communities worldwide

That return on foresight is exactly what Leading Cities’ AcceliGOV program aims to deliver; giving communities the tools to anticipate risks, reduce costs, and protect lives long before emergencies strike.

In this edition of AcceliGOV, Leading Cities is launching five fully funded pilot projects worth more than $300,000 that transform data into foresight. Each pilot turns everyday information, whether from cameras, rainfall, housing databases, or resident interactions, into actionable insights that help local leaders prepare for challenges before they strike. Part of Leading Cities’ Bridge to Resiliency Commitment with the Clinton Global Initiative, AcceliGOV aims to deploy 100 innovative solutions across 100 communities by 2030. This latest round centers on one powerful theme: preparedness through visibility. By combining advanced technology with human-centered design, these pilots equip communities to anticipate risks, prevent losses, and protect residents—without financial barriers.

This edition of AcceliGOV features five no-cost pilots, each tackling preparedness from a different angle, but all share the same mission of turning information into preparedness. BizzTech’s TownHAL strengthens communication as a cornerstone of preparedness. Its multilingual, AI-powered digital town hall gives residents 24/7 access to information and services, cutting response times from days to seconds. By ensuring every resident, regardless of language, location, or schedule, can find answers and report needs instantly, TownHAL builds trust, frees staff capacity, and ensures that no one is left behind when timing matters most. Housing Base equips communities to prepare for housing challenges before they become crises. The platform integrates local housing inventories into one dynamic system, combining predictive analytics with social and economic data to improve access and reduce administrative burden. By visualizing availability, affordability, and demand in real time, Housing Base helps communities anticipate needs, reduce vacancy rates, and make faster, more equitable housing decisions. Gravity Water’s RainBox helps communities prepare for water scarcity and flooding through sustainable design. Installed across schools, libraries, and community centers, each system captures, filters, and reuses rainwater for potable or non-potable purposes. Alongside the infrastructure, Gravity Water provides educational programs that teach residents how to replicate rain capture at home, turning preparedness into a participatory, community-wide practice that strengthens resilience for generations. Sustainaccount empowers leaders to see climate risk clearly and plan before disaster strikes. In just a few weeks, the platform delivers localized assessments of vulnerabilities; pinpointing which neighborhoods, assets, and facilities are most exposed to heat, flooding, or extreme weather. Using science-based modeling and clear visual reports, Sustainaccount transforms complex climate data into actionable resilience strategies that protect people, infrastructure, and budgets. Finally, Phyll delivers the missing layer of real-time infrastructure visibility. By transforming ordinary imagery from dashcams, CCTVs, and smartphones into living digital maps, Phyll continuously detects early signs of wear, blocked drainage, or at-risk utilities.
