Leading Cities, in partnership with the Clinton Global Initiative, has launched AcceliGOV, a program offering five fully funded pilot projects for municipalities worldwide. Selected cities will be able to deploy proven climate and infrastructure solutions in approximately 90 days, avoiding the lengthy and costly traditional RFP process. Each pilot, valued between $50,000 and $100,000, includes implementation support, training, and requires minimal staff time.

The ready-to-deploy solutions address key municipal challenges such as shoreline erosion, flood risk identification, water system leak detection, accessibility improvements, and sustainable mobility for women in the Middle East and North Africa. Applications close on June 14, 2026, with project deployments beginning in the third quarter of 2026.

About ICT in Moscow

The ICT in Moscow has been rapidly developing and actively growing for the past 5 years. During these years they have created over a thousand systems and services and are pursuing the target of launching around 300 new projects annually. They have already digitalized over 166 state services, more than any other region of Russia. During the last years, they have created an outstanding number of 178 portals, including the official Mayor and Government of Moscow website mos.ru.

Moscow is one of the largest megapolises in the world with a reliable IT infrastructure: healthcare, education, urban environment, construction, transport, and security. All these are unified by a full-fledged digital ecosystem with a set of effective instruments and services in demand by residents and businesses.
 
In the 2018 UN e-governance survey, Moscow became number one in the world's local online service index.
 
The official website of the mayor and the government of Moscow mos.ru is especially popular with Muscovites. This sophisticated digital platform provides residents and businesses with over 370 online public services allowing them to resolve almost any life situation online from anywhere in the world.
 
Among other e-services accessible through mos.ru, Muscovites most often use the school e-diary online school report card e-service for water meter readings online, payments for housing and communal services, the online racket of traffic penalty charges and online doctor appointment services.
 
The corporate personal account function of mos.ru facilitates quick search and access to business-related e-services for companies CEOs or other authorized employees. 
 
The most in-demand city services are available to citizens in Moscow state services and My Moscow apps. Even on-the-go users can book a doctor's appointment pay bills and fines or check what marks their child got at school.
 
During the Covid 19 pandemic, this spring, mos.ru became the main instrument for interaction between the city residents and businesses.
Almost all public services were provided online only.
 
The active citizen is a platform for electronic voting in public hearings that engage Muscovites in the decision-making process on actual city development issues.

The Urban Technology Alliance (UTA) is a global network of cities, industry and academics teamed up to organize city-scale pilot deployments to validate smart city solutions from technical, economic and societal perspectives.

UTA brings together a number of leading cities from all around the world that share the same smart city vision, giving high importance to testing and validating solutions prior to larger-scale deployments to avoid techno-push solutions and to focus on real city and citizen needs.

Even if each city has unique characteristics, many technical, economic, societal, and environmental challenges are common to all and can be addressed more efficiently if we mutualize our resources and share experiences and lessons learned.

With this common vision in mind, this talk covers examples of smart city experiences from its member cities.
