The project has fully completed the two thematic objectives that characterize the PON Governance, OT11 and OT2, administrative capacity and the development of skills in an integrated manner with digitization.
Key words of the project are: reuse of good practices, Open Community between Public Administrations, training, governance and digitization of social services. Thanks to the reuse methodology and the funding of the PON Governance and institutional capacity, the collaboration between public administrations has produced an important result: the 15 Capitoline Municipalities and the Municipality of Sant'Antonio Abate, and in perspective the social areas of Lazio, can today use the Information System for the Management of Social Services which digitizes and improves the provision of services to citizens.
The partnership was one of the strengths of this project and we can consider it as the driving force of the SIGeSS project. Roma Capitale, the Municipality of Sant'Antonio Abate and the Lazio Region are the "reusing" partners, while the Umbria Region, Umbria Digitale, the Municipality of Orvieto and ANCI Lombardia were the "transferors" who made the System available free of charge. Social informative developed in Umbria and they supervised the phases of transfer, evolution and training.
SIGeSS is a system that has two levels of interaction. The first of a managerial nature with which operators and social workers, the social secretariat and social services will be able to manage the computerized social folder of users, and a level of knowledge that will allow the Department of Social Policies, the Region, the partner districts to have data available to evaluate the actions in place and to plan future interventions.
Consistent with the SIGeSS planning, the Lazio Region has also financed with its own structural funds the training of social workers of the Municipalities of Rome Capital and the dissemination of the SIGeSS project in the other socio-health districts of its regional territory. In the perspective of interoperability between Administrations, the further development of the SIGeSS system within the information system of territorial social assistance will allow Roma Capitale and the Lazio Region to cooperate with a social and socio-health record. The project has fully completed the two thematic objectives that characterize the PON Governance, OT11 and OT2, administrative capacity and the development of skills in an integrated manner with digitization. SIGeSS is therefore a practice of improving administrative effectiveness in its operational efficiency, but above all it becomes a timely response to citizens with respect to their problems and needs.
From the design experience a coordination committee was born, merged into a community of practices that today is a best practice and a model of community at national level.
The future developments of the platform are outlined in the framework of an integrated welfare that considers economic development and work together with the aspect of social fragility according to a multidimensional approach: it is an undoubtedly relevant objective, and Roma Capitale with the SIGeSS project has provided a starting point for important cooperation processes in this direction.
